Well, maybe, just maybe, this keeps happening because the penalties are practically non existent. The smugglers get to keep their gold with slaps on the wrist.
Be more harsh on these traffickers and I guarantee you'll see less of these kinds of things.

I just wonder how they managed to find it...I dont imagine they got gold sniffing dogs that can differentiate between a bullion and just jewelry.

I would get a laptop, take out all the components, replace them with gold and walk in unmolested. Or you could replace a large laptop battery with a very small battery and fill the remainder of the space with gold. The laptop would still turn on and you'd be laughing all the way to the gold shop.
The easiest way to stop the smuggling is to end the consumption tax on gold.

Big airport, smaller airport, doesn't really matter if security procedures are uniformed.
Actually it's easier to catch someone at a smaller airport smuggling someone because of the fewer number of people to process vs a larger airport.

I can't travel overseas to have so many checks of security at airports. Gosh! Those criminals make much more severe the checks...The last one I had checked was going to a security booth to pass through meaning x-ray. Better find better technical devices to check suspects earlier than wait for long time in endless queues.

How does one get through security to get on a plane with this in bras? Or did they have it in their carry on to get through security. Sorry, but someone must have ratted them out.

In Japan (not sure about other places), you have to pay consumption tax when you buy gold, and the tax is paid back to you when you sell it. So if you can buy gold in some tax-free location and get it to Japan, you can sell it and pocket the 8% tax.
Expect more of these shenanigans when the consumption tax gors to 10%. It's not like the consumption tax is going to go away, or even go down, though they could eliminate this problem by exempting physical investments like metals from this tax.

My clever idea would be to fashion the gold into the shape of a ring and simply wear it on my finder - that will get past security!

As tmarie said above, it's weird that these people are arriving from places where there are no x-ray machines or metal detectors before boarding. In my experience even a paperclip in your shirt pocket would set off alarms. How the hell do you walk through a boarding-process metal detector with gold boobs or butt nuggets? Are they bribing the airport security staff?
